The San Francisco and World Expo area restrooms are consistently the least crowded because these areas have lower foot traffic than Diagon Alley, Minion Land, and Springfield.
The Diagon Alley restrooms feature Moaning Myrtle's voice — she will talk to you while you are in there. It is a fun experience but the restrooms are among the busiest in the park. If you just need to use the facilities quickly, head to the San Francisco restrooms instead.
