The National Park entrance is hands-down the best combination for families. Everything within 50 metres:
Shaded playground, BBQs, and toilet block. Less crowded than the National Park. Good for younger kids who want the playground more than the beach.
Calm, shallow water (no surf). Playgrounds, kayak hire for older kids, and toilets along Gympie Terrace. Easier parking than Hastings Street.
